Agent Memory vs RAG: What's the Difference?

A clear distinction between an agent's persistent memory system and retrieval-augmented generation, since both involve retrieving external information but solve different problems.

Direct answer

RAG retrieves from a relatively static external knowledge base (documents, policies) to ground a response in facts; agent memory retrieves from an evolving record of the agent's own past interactions with a specific user to maintain continuity and personalization — the two are frequently used together, with RAG handling factual grounding and memory handling relationship continuity.

Why these solve different problems

A RAG system answering 'what's our refund policy' retrieves from a document that rarely changes. An agent recalling 'this user mentioned they're vegetarian last week' is retrieving from a dynamically growing, user-specific interaction history — different data sources, different update patterns, and often different retrieval infrastructure, even though both are technically retrieval.

Why this distinction has real privacy implications

Because agent memory is inherently personal — tied to a specific user's history rather than a shared knowledge base — it carries privacy obligations RAG's static document retrieval usually doesn't: a user should typically be able to see what the agent remembers about them, correct it, and have it deleted, in a way that doesn't apply to a company's shared refund-policy document. Conflating the two systems technically can obscure this distinction and lead to memory data being treated with the same (looser) governance as static reference documents.

Systems that use both together need to be clear about which source informed a given response — a user who's told something that mixes an outdated memory of their stated preference with current factual grounding from RAG deserves to know which part came from where, especially if the memory turns out to be wrong or stale.
